Overall Job Objective
Under limited supervision, maintains the health, safety and aesthetics of natural areas throughout the Parks and Recreation system. Performs natural resource related maintenance and operations on City of Boulder Parks and Recreation natural lands including staff collaboration, project completion and program assistance. Performs a variety of skilled and semi-skilled tasks in the areas of natural lands maintenance, Integrated Pest Management (IPM), wildlife management and equipment operation, and performs related duties as required.
Duties & Responsibilities
1. Performs as a team member by collaborating to perform technical and mostly field based natural lands functions including the noxious weed IPM projects, natural lands maintenance and wildlife management activities across the Parks & Recreation system to ensure safe and efficient operations, including the following:
• Facilitates good communication with co-workers, supervisors and the public.
• Coordinates with supervisor to set work schedules and daily priorities.
• Implements best management practices for the removal of noxious weeds by utilizing assorted mechanical methods (digging, hand pulling, whipping, tractor and mower operation, etc.), chemical control (backpack and UTV spraying, wicking, etc.), cultural practices (planting, burning, etc.), and assists with biological control (insects, animals)
• Performs and/or coordinates prairie dog management tasks including surveys, colony monitoring, mapping, installing and maintaining barriers and potentially trapping and relocation.
• Utilizes GIS, GPS, and tablet technologies to collect field data and use ArcGIS platform to add and manage data in established databases and creation of maps. Works with GIS staff to implement data into overall system.
• Performs and/or coordinates restoration projects such as native seed collection, re-seeding, mitigation work and wildlife habitat enhancements
• Performs and assists with research, monitoring, and data collection associated with various natural land management tasks (IPM, wildlife, etc.), data entry and preparing of scientific reports
• Coordination of projects related to and field oversight of seasonal employees, youth corps, jail crew and volunteers; performs public environmental education and outreach programs
• Performs and/or coordinates regular maintenance and creation of natural lands and park infrastructure such as fencing, trails, restroom amenities, trash receptacles, signs, and other light construction
• Performs various urban wildlife management tasks including surveys, addressing wildlife concerns for projects, assisting with closures and adhering to best management practices
• Assists with data management and makes recommendations for program and project improvements
• Makes decisions pertaining to tasks in the field without direct supervision
• Trains and oversees daily work of seasonal staff in program and project activities
• Maintains records of work performed and resources utilized, spends funds appropriately and reports costs and needs to supervisor.
• Successfully integrates into the Natural Lands work group as one of the team members
• Ensures that resource conservation techniques are implemented throughout work responsibilities (recycling, composting, air and water quality protection)
• Performs emergency response work for the city that may include; tree damage, flood response and recovery, and other emergencies
2. Ensures all city and department safety procedures, regulations and policies are observed and followed in order to promote a safe work environment and prevent injuries and illnesses. Success measures include:
• Enforces to and adheres by organizational policies, rules and safety regulations related to persons using city vehicles, equipment, and park facilities
• Ensures safe public spaces while completing work tasks and raises safety concerns to appropriate supervisors or contacts
• Oversees seasonal staff in safe operation of all equipment and vehicles
• Identifies, addresses or elevates any health and safety risks within the park facilities
• Responsible for the safety of self, others, materials, and equipment and uses all required personal protective equipment (PPE)
• Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents
• Does not operate a vehicle or equipment in an unsafe manner, including avoiding the use of a cell phone
• Reports all injuries, accidents and damage to City property on the same day that they occur
• Adheres to all Label and MSDS requirements when using chemicals and is fully aware of the product specifications and required PPE
• Ensures the appropriate records are being kept
3. Assists with field aspects of contracted work. May oversee contractor work and ensure completion prior to recommending payment. Will report issues to upper level staff. Ensures natural lands activities take into consideration other projects, and events with regard to habitat closures or other best management practices.
4. Ensures proper use of vehicles, equipment and tools to accomplish tasks. This includes:
• Ensures proper training before operation
• Performs routine cleaning and maintenance on equipment and tools
• Performs routine cleaning and maintenance of facilities
• Performs basic safety checks and cleaning of all vehicles and equipment before use
• Report all damage and poorly functioning equipment and vehicles to the Parks Equipment and Fleet Technician
5. Updates job knowledge to remain current with natural lands management practices including but not limited to, IPM including mechanical, chemical, biological and cultural practices, equipment operation, general safety and training, risk management issues, the City of Boulder Urban Wildlife Management Plan, the City of Boulder IPM Plan and corresponding IPM and wildlife ordinances. Keeps current with trends and issues as they affect the professional field of parks and recreation and water conservation management. Updates job knowledge through attendance and participation in continuing education opportunities such as conferences and specialty schools when offered.

REQUIRED MINIMUM QUALIFICATIONS:
Education, training, and/or experience that demonstrates knowledge of natural lands, wildlife and IPM management, ecology or related field with an emphasis on field work, project management, prairie dog techniques and noxious weed control practices. Variety of maintenance, equipment operation, and/or trail maintenance experience. Ability to identify plant species common to the Front Range of Colorado. Variety of maintenance, equipment operation, and trail maintenance experience. Ability to perform a wide range of physical and manual tasks in an outdoor environment. Excellent customer service skills with the ability to deal tactfully and effectively with the public in stressful situations. Ability to communicate professionally, courteously and effectively with co-workers and the public. Demonstrated ability to act as a team member and collaborate with others. Ability to perform record keeping functions. Effective organization skills. Willingness to work a flexible work schedule including weekends, early mornings, some evenings and holidays. Demonstrated ability to collaborate and work as a team member. Knowledge of Microsoft Office. Valid driver's license. Have and maintain acceptable background information, including criminal conviction history and motor vehicle record. Colorado Pesticide Applicator license or ability to obtain it within 3 months of employment.
DESIRED QUALIFICATIONS –
In addition to the required minimum qualifications:
Bachelor's Degree, certificate, or documented training in plant identification, restoration, wildlife surveys or a related field. Certificates indicating proficiencies in plant identification, weed management techniques, equipment operation/maintenance, wildlife management/monitoring, volunteer management, trail construction, or related field task. Basic knowledge of GPS systems and GIS software and applications. Knowledge and experience with many different types of equipment, including but not limited to, hand tools (shovel, Mcleod, pick, rake), power tools (drill, multiple saws, blower, bench grinder, etc.), herbicide equipment, weed whips, chain saw, brush saw, small tractor with attachments such as mow deck and loader, chipper, drill seeder, generator, trailer, UTV, loader, backhoe, etc. Previous experience applying herbicides in a natural lands setting. Experience working in high visitor use areas. Experience with resource conservation in a natural lands maintenance environment. Experience with ArcGIS, Collector App, GPS Units (Trimble) and Microsoft/Apple applications. Effective writing skills and/or previous experience preparing written reports.

Required Physical and Mental Effort, and Environmental Conditions:

Physical and Mental Effort: Primarily strenuous physical work in an outdoor environment requiring the ability to frequently stand, walk and kneel for extended periods of time while using manual, power and long handled tools in an outdoor environment under a variety of weather conditions. Ability to carry up to 40 pounds while hiking on rough terrain. Upper body strength to lift up to 65 pounds on a daily basis and over 100 pounds on an occasional basis. Ability to sit or stand for extended periods of time while operating equipment. Ability to squat for extended periods of time and walk on uneven, or slippery surfaces; frequent hand/eye coordination to operate equipment; vision for reading, recording and interpreting information; sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.
Work Environment: Work takes place year round in an outdoor environment, including extreme heat and sun, wind, rain, cold and snow. Works in icy conditions in winter. Potential exposure to dangerous wildlife (e.g., rattlesnakes, mountain lions, stinging insects), toxic chemicals (e.g., pesticides), and dangerous weather conditions (e.g., heat, cold, lightning).

Hand tools such as wrenches, hammers, shovels, rakes, pruning shears, long-handled tools, chemical applicators, power tools, chain saws, mower-deck, truck, UTV, tractor, loader, backhoe, driller seeder, chipper and trailer. Office equipment and electronic equipment such as; computers, related software, telephones, and copy/fax machines.
