This class consists of administrative and technical work related to the open space program and trails system. The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services. Provides holistic services to the public by seeking ways to integrate programs or services provided by other departments, divisions and agencies.

General Duties:

Incumbent will be a liaison to the public at community events and in response to inquiries, complaints, and questions directed to the department.
Assist with the development, maintenance and implementation of the Open Space and Trails Master Plan.
Document and edit trail maps.
Coordinate with other departments and agencies for mapping information and resources.
Research policies and practices of other communities related to open space, wildlife, and trails issues, and make frequent site visits to respond to wildlife issues, development properties, or trail concerns.
Document, research and assist with responses to questions and concerns from the Open Space and Trails Advisory Committee (OSTAC) as well as citizens and other interested parties.
Assist with the incorporation of OSTAC and community comments into the final Master Plan document.
Take and prepare photographs, displays, etc. for meetings and the Master Plan document.
Assist with the preparation and maintenance of an inventory of all open space and trail lands owned by the City (including lands purchased, donated, condemned, or acquired by transfer such as easements).
Assist the Director of Open Space and Trails, the Senior Open Space and Trails Coordinator, and the Open Space and Trail Advisory Committee to prepare recommendations to City Council.
Assist with the review of private sector development proposals.
Assist in the research and responses to inquiries and concerns about wildlife and help other staff members with wildlife management such as placement of signage, monitoring of wildlife sites, providing staff support for information booths, and review of wildlife reports related to development proposals.
Assist with the design studies for existing and future open space parcels. Assist with researching and writing grant proposals.
Assist with the coordination of existing and future Capital Improvement Projects (CIP) related to open space and trails.
Assist with GPS data collection, GIS mapping and preparation of information related to open space, trails and wildlife.

Public Relations/Communication/Outreach:

Must possess strong writing skills to articulate department information, prepare responses to inquiries, and record meeting minutes. Assist Open Space and Trails Advisory Committee members with questions to enable a thorough understanding of policy options that are available for consideration. Attend various meetings of the City Council, City staff, and outside organizations to keep abreast of current and future programs, services, issues, and work plans. Prepare materials and minutes of the Open Space and Trails Advisory Committee meetings. Assist with the coordination and preparation for special community events such as National Trails Day, Broomfield Days, and the Kids Fishing Derby, and have the schedule flexibility to work at these events. Assist with volunteer service projects to benefit open space and trails. Supervise volunteers related to special events and special projects such as restoration work and clean-up activities. Assist with preparing publications for public outreach. Make presentations to supervisors, boards, commissions, civic groups and the general public. Communicate official plans, policies and procedures to staff and the general public. Answer letters of inquiry and talk with customers.

The incumbent meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures. Assists departmental staff in preparing and coordinating reports as required. Answers letters of inquiry/complaints and talks with customers. Attends meetings, workshops, and conventions as necessary and responds to requests for information. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.

Miscellaneous Duties:

Due to the nature of the work, employee will have frequent access to confidential areas, documents and meetings and must ensure confidentiality at all times. The incumbent keeps operational records and makes required reports. Operates a personal computer including associated software programs. Operates a motor vehicle in traveling to and from work sites.

Assures that facilities and equipment are maintained properly and coordinate maintenance and repair functions. Evaluates service costs and makes related recommendations. Identifies and recommends improvements in departmental operations to ensure assigned functions are efficient and cost effective. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Plan and organize workload; review progress and initiate change as needed. Determine work procedures, and expedite workflow; study and standardize procedures to improve efficiency and effectiveness of operations. Prepare a variety of studies, reports and related information for decision-making purposes. Performs related duties as required.

Minimum Qualifications:

Training - Bachelor's degree from an accredited college or university in planning, land use, landscape architecture, environmental policy, wildlife biology or related field.

Experience – One year research or work experience in planning, land use, landscape architecture, environmental policy, wildlife biology, or related area.


Any equivalent combination of training and experi­ence that provides evidence that the applicant posses­ses the Necessary Applicant Traits.

Necessary Special Requirements - Must be at least 18 years of age. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: oral board, reference checks, background checks including local police check and sex-offender registry, DMV check and fingerprint checks through CBI/FBI.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The noise level in the environment is moderate. Work is generally scheduled Monday through Friday with some weekend and holiday work required. Travel by vehicle and/or walking is required to reach work sites. The incumbent is exposed to the following environmental factors: work in precarious places; working in or near moving traffic; fumes or airborne particles; year-round outdoor temperatures and weather conditions. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Please note that the frequency of the activity may depend on the actual assignment in the OST Division. While performing the duties of this job, the employee uses hands and/or feet to perform manual tasks such as lifting and digging. The employee is constantly required to talk or hear; perform simple grasping; smell; and perform cervical motions such as flexion, extension, rotation, and side bending. The employee is constantly to frequently required to stand, walk, push/pull, bend/stoop, and reach forward; frequently required to twist, crouch/kneel/squat, reach below the waist, reach above the shoulder, perform power grasping, and perform fine hand manipulation; and occasionally required to sit, climb vertically, crawl and be in quadruped position, work from heights, and work in confined space. Requires walking or standing to a significant degree. - Physical demands are described as medium (exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, and peripheral vision.
